Policy advice

An effective policy framework in cleaner production is essential to promote this concept to industry. This involves not only administrative measures like licensing, but also economic instruments such as a duty and tax system for waste disposal and a realistic pricing system for raw materials and energy.

Viet Nam Cleaner Production Centre can help decision-makers to have access to information and experiences of cleaner production and from abroad and to support them in developing new strategies and laws for promotion of cleaner production.

Some of the direct tangible policy activities have been:

  • Signing of the Declaration on Cleaner Production

  • Study tours for policy makers;

  • Support the Ministry of Science, Technology and Environment/ National Environment Agency in making Cleaner Production a main activity in the Environmental Strategy for the period 2000 - 2010 and in drafting the National Cleaner Production Action Plan for the period 2000 - 2005. This document was approved in May 2002.

  • Co-organize the National Cleaner Production Roundtable in June 2002 and 2004.

  • Provide training for local authorities.
