Has your company previously participated in a Resource Efficient and Cleaner Production (RECP) programme or independently implemented solutions to save energy, raw materials and water, and reduce waste? If so, does it still need to continue participating in assessments under the eco-industrial park project?<\/strong><\/p>\n

This is a practical question raised by several enterprises during discussions with the project team.<\/p>\n

In previous articles in the \u201cTransitioning to an Eco-Industrial Park\u201d series, VNCPC has shared information on the benefits of RECP, enterprises\u2019 autonomy in selecting solutions, and the support provided by experts during implementation.<\/p>\n

For enterprises that already have experience in improvement activities, the question is: Does continued participation in RECP assessments create additional value, or does it simply repeat what has already been done?<\/p>\n

Question:<\/strong><\/em><\/p>\n

Can enterprises that have previously participated in cleaner production projects or implemented improvement activities continue to participate in this project?<\/p>\n

Project expert\u2019s response:<\/strong><\/em><\/p>\n

Yes. The project encourages and welcomes enterprises that have previously implemented RECP or other improvement activities to continue participating.<\/p>\n

RECP is a continuous improvement process. The solutions that enterprises have already implemented provide a valuable foundation for experts to assess results, identify remaining improvement potential, and explore further opportunities.<\/p>\n

No need to start again from the beginning<\/strong><\/p>\n

When participating in the project, enterprises do not need to repeat all the work they have already carried out.<\/p>\n

Experts will review and record the solutions already implemented, such as energy savings, reduced raw material consumption, optimized water use, waste reduction, or improved equipment operation.<\/p>\n

Based on this, the assessment will focus on three areas:<\/p>\n

Evaluating the effectiveness of implemented solutions: reviewing the savings achieved, operational performance, and the sustainability of the measures.<\/p>\n

Optimizing existing solutions: conducting deeper analysis, adjusting operating parameters, or adding measures to improve effectiveness.<\/p>\n

Identifying new opportunities: when technology, production volume, equipment, or operating conditions change, opportunities that were previously unsuitable may become feasible.<\/p>\n

The process can be illustrated as follows: Implemented solutions \u2192 Evaluate results \u2192 Optimize \u2192 Identify new opportunities \u2192 Continue improving<\/p>\n

There is no fixed point at which an enterprise can be said to have \u201ccompleted\u201d RECP.<\/em><\/p>\n

For example, after reducing the energy consumption of a system, an enterprise can continue to consider optimizing operating modes, recovering waste heat, or replacing equipment during the next investment phase.<\/p>\n

Similarly, after reducing a waste stream, an enterprise can explore opportunities for reuse, recycling, or connecting that resource stream with another enterprise in the industrial park.<\/p>\n

From enterprise-level improvements to industrial park-level opportunities<\/strong><\/p>\n

This is also where continued participation in the eco-industrial park project can create additional value for enterprises that have already implemented RECP.<\/p>\n

When material, water, energy, by-product, and waste streams are more clearly identified, enterprises can not only seek improvement opportunities within their own facilities but also consider resource circulation and industrial symbiosis opportunities with other enterprises in the industrial park.<\/p>\n

A by-product stream or surplus energy from one enterprise may, under suitable conditions, become an input or resource for another enterprise.<\/p>\n

Therefore, previous cleaner production experience does not reduce the value of continued participation in the project. On the contrary, the stronger the existing foundation, the better positioned an enterprise is to explore deeper improvement opportunities and new forms of collaboration.<\/p>\n

RECP is a journey of continuous improvement<\/strong><\/p>\n

Production activities are constantly changing: equipment is replaced, production volumes fluctuate, energy and raw material prices vary, while customer and market requirements continue to increase.<\/p>\n

Therefore, it is difficult to identify a fixed point at which an enterprise can be said to have \u201ccompleted\u201d RECP.<\/p>\n

For enterprises that have previously implemented cleaner production or other improvement activities, continued participation in the project provides an opportunity to evaluate the results already achieved, unlock remaining potential, and expand from internal improvements to resource circulation and industrial symbiosis opportunities at the industrial park level.<\/p>\n

Each improvement cycle helps enterprises use resources more efficiently, reduce costs, reduce emissions, and gradually contribute to the transition towards an eco-industrial park.<\/p>\n
